At 43, Pam alleges that Hallier had promised her $1 million if the development fell behind schedule.
A report indicates that the court documents assert the project faced delays, yet Hallier did not disburse the funds.
Pammy, who was a Playboy centrefold and is a mother of two, starred in Baywatch from 1992 to 1997.
